Our Story
Project Scenario was founded by David Rozenberg, a SWAT instructor and law enforcement professional with deep roots in both Israeli and American safety culture. In response to the alarming rise in antisemitic violence, David began offering active response training to Jewish schools and communities, ensuring they had the tools and mindset to protect themselves. But the mission didn’t stop there.
As the need for emergency readiness grew, so did our reach. Today, we serve all schools, religious institutions, and organizations — providing expert instruction and realistic, scenario-based training to anyone committed to keeping their people safe.
Our Mission
At Project Scenario, our mission is to deliver elite, life-saving training that empowers civilians, security personnel, and law enforcement to act decisively in the face of violence and trauma. Our signature 2-in-1 Active Assailant Response and Emergency Bleeding Control course combines threat-response tactics with hands-on medical intervention—preparing individuals and communities to respond with confidence and skill when every second counts.
