Project Scenario was founded by David Rozenberg — a SWAT instructor and law enforcement professional trained in both Israeli and American security practices. After seeing threats against schools and community institutions continue to rise, he identified a critical gap in emergency readiness.
Our mission began with one focus: helping schools and institutions build the confidence, skills, and strategies needed to protect their people during critical moments. As the need for preparedness expanded across new sectors, so did our reach.
